How the framework was developed: the 1995 study

The commission by the National Union of Teachers in 1995 was to work together with a group of schools to develop a school-friendly but robust approach to self-evaluation. Drawing on earlier work in Scottish schools, the research team was asked to consider what part teachers, pupils, parents and other groups could play in the production of their own frameworks and instruments for self-evaluation.
