ABSTRACT
There was a consensus among all groups that schools were primarily places for learning. Most people saw that in terms of pupil learning but some had a wider definition in which ‘learners’ encompassed a range of possibilities for recurrent and lifelong education and was relevant to the community at large. Learning itself was also defined broadly and was generally expressed as learning for life, for work, for leisure and for personal development.
