The education welfare service plays a key role in preventing and combating truancy and school absenteeism. In recent years however, the service has suffered from the ‘Cinderella’ syndrome for the following reasons: 1 Since the Ralphs Report in 1973, which recommended that EWOs should

have social work qualifications, an increasing number of LEAs have regarded them as social workers with specific responsibilities for schools.
