ABSTRACT
The public sector in Germany includes all individuals employed at the federal (Bund), federal state (Bundesländer), or local (Gemeinden/Gemeindeverbände) level. This organizational structure reflects the political constitution of a federalist state, providing the federal states with encompassing autonomous rights in different policy areas and a sophisticated division of political power strictly defined in the Basic Law (Grundgeselz).
