Foreigners are local citizens too

Since about 1988 or 1989, lots of foreign workers have come to Kawasaki. At that point, the city decided that foreigners living in Kawasaki are local citizens, and that consequently, the same as Japanese local citizens, we had to ensure their access to city services.
