ABSTRACT
The above title is pṙobably somewhat misleading, as it might be inferred therefrom that the main object of this paper was to deal extensively with the various departments of a Municipal Corporation employing direct labour, but, as this is not so, I make this statement by way of explanation, at the outset, with the view perhaps of saving disappointment hereafter. By the term “Works Department” I mean a department constituted and based on lines similar to those of the London County Council, and the one recently discontinued by the Corporation of West Ham.
