ABSTRACT
A topic of recurring public concern is the behaviour of children and young people in schools. Although historical studies (e.g. Humphries, 1981) suggest that this may not be the recent phenomenon that current accounts suggest, media headlines and pronouncements from various political sources certainly create an impression of a problem which is contemporary, escalating and resistant to solution.
