ABSTRACT

The evidence and conclusions presented in Chapters 3 and 4 point towards the potential offered by partnerships among different kinds of agencies (governmental, NGO, farmers’ organisations, private commercial) in agriculture and natural resource management. Neither reforms within the state, nor approaches relying entirely on agencies outside the state are in themselves adequate to meet the expectations of a rapidly growing population seeking enhanced-or, at a minimum, stable-livelihoods from a threatened resource base.
