ABSTRACT

In the last three decades, we have witnessed a remarkable increase in support for environmentalism among citizens of liberal democratic regimes throughout the world. Environmentalism is a very broad concept, extending from concern about traditional forms of pollution, such as emissions of dangerous substances into the air and the water, to the protection of endangered species and the aesthetic purity and integrity of natural landscapes. It has been increasingly recognized that envi-ronmental problems cross national boundaries, and that many of the most pressing challenges cannot be addressed adequately without international cooperation and international rules-saving the world’s ozone layer from further damage is an obvious and important example.
