ABSTRACT
During the 1990s, the idea that democracy or representation was in crisis attracted much attention in journalistic and academic debates. The main indicators of this crisis included the growing gap between the concerns of the French people and the political élite, repeatedly demonstrated by public opinion polls;1 rising abstention rates; the failure of the parties to recruit new members; and public disaffection with a political class in which scandals seemed endemic.2
