ABSTRACT

Public services are delivered by people. Given the large numbers of people involved and the multiplicity of associations, professional bodies and trades unions which represent them, the management of people in public services merits special consideration. Personnel management is that part of management concerned with people at work and their relationships within an enterprise. It seeks to bring together and develop employees who make up an enterprise, enabling each to make their own best contribution to its success. It seeks to provide fair terms and conditions of employment and satisfying work for those employed.1
