ABSTRACT
Whenever public service managers seek to implement changes, they are expected to be able to answer questions about resource implications. If the resource implications are substantial, they may be expected to produce or assist with the production of business plans, operational budgets and arrangements for monitoring and audit. They may be asked about other possible ways in which the same improvements might be achieved. Senior managers will want to see that other options have been considered and appraised.
