ABSTRACT

My friend and predecessor, Mr. Gunner, has urged me on several occasions, in view of my exceptional experience as he was pleased to call it, to prepare a paper on the progress of ideas in municipal accountancy. In the meantime, Mr. Carson Roberts has published his book on the Accounts of Local Authorities, which happily provides me with a text for a paper on the subject. Before introducing this subject, it is perhaps necessary for me to strike a personal note in order to elucidate the opinions which I may express.
