ABSTRACT

Vietnam’s environment has been undergoing rapid degradation. Its natural resource base is insufficient to fuel long-term economic growth. The present utilisation of an already constrained resource base tends to be unsustainable (SCS 1992). Environmental degradation and its management are closely related to changes in economic and administrative structures. This chapter shows how such changes highlight, and sometimes exacerbate, conflicts between actors and institutions concerned with resource use and management at various levels.
