ABSTRACT
Introduction In the summer of 2013, a political debate raged in the Netherlands, even though most politicians were on holiday. Times Higher Education (THE) ranked the Netherlands as the country with the highest business investments per researcher of Europe – three times higher than that of the USA and even six times higher than the UK (Grove, 2013).
