ABSTRACT

AsaformerSovietrepublic,Kyrgyzstan(formerlyKirgizia)hasbeenfaced withsimilarproblemsandobstaclesinreformingitseconomicandpolitical structures,andinthissensehassharedexperienceswithseveralotherpostSovietstatesduringlandreform.AswasthecaseinotherSovietrepublics beforeindependence,almostallagriculturallandinKyrgyzstanwasheld bystateandcollectivefarms.Forexample,in1990stateandcollective farmsaccountedfor96percentofthetotallandareaand99percentof arablelandinagriculturalenterprises.Researchandexperimentalfarms, subsidiaryfarmsofindustrialenterprises,andothertypesofstate-managed farmsaccountedformostoftheremainder.Thecollectivesectorwas subjecttoplannedindicatorsfromthecenterwhichlimitedfarmautonomy. Thetask,therefore,asinotherstates,wastoprivatize,putlandinthehands ofindividuals,andmakefarmsresponsiblefortheireconomicactivity.
