Introduction

European energy policy has been one of the least successful enterprises of the initiatives under the Single Market Programme. Only in mid-1996 could a compromise on a directive be reached, opening European electricity monopolies incrementally. For the final agreement on the electricity directive, a previous Franco-German understanding was paramount, just as the differences between Franco-German interests caused much of the long and protracted negotiations.
