ABSTRACT

No light whatever is thrown upon procedure in private Bills by the scanty records of Parliament during the reigns of Henry V I I I . and his son. We can only glean here and there from the Lords' Journals during this period that Bills, were even referred to Committees.1 No mention is made as to the employment of counsel or hearings at bar. But as appeals are likewise ignored, it may reasonably be assumed that private Bills were considered with equal care, and that counsel were heard for and against them.
