ABSTRACT
One of the most difficult and controversial areas of post-communist democratic development centred on establishing the rule of law and defining and protecting the rights and liberties of citizens vis-à-vis the state. This process meant amending virtually all existing laws and introducing new ones in areas previously underregulated or not regulated at all. It also meant reforming institutions to ensure an independent judiciary, a professional policing system and mechanisms to safeguard individual rights.
