ABSTRACT
It might be argued that the very premise of the book renders redundant its perspective on national (and sub-national) environmental policy and politics. Should not the proper compass of environmental policy be Europe, and the appropriate object of investigation be the workings of European institutions? Such is the usual focus of European policy studies. However, the interlocking of national and European policy means that the implications for domestic procedures and politics are just as pertinent and valid a focus.
