The First Amendment, however, has never been an absolute guaran tee of publishing whatever one pleased. The Bill of Rights was in tended to restrict the power of government. It was government which was to pass no laws abridging freedom of speech and the press. Pub lishers -were to be so free of government interference that they were even allowed to advocate violence, certainly the only tenable position following the American Revolution.
