ABSTRACT

Chapter 3 examines the historical development of tourism in the two regions, with particular reference to the role played by developers and entrepreneurs. Having evaluated the extent to which entrepreneurs have been willing to cooperate under the banner of collective regionalism, we proceed to a discussion of the political and institutional framework. To what extent has the institutional framework facilitated tourism development and to what extent have governments provided genuine support? Having an understanding of these attributes is essential as a backdrop to subsequent chapters on tourist activity in the various resorts. By concentrating on the islands themselves, chapters 2 and 3 have acted as a prelude to the two subsequent chapters on the tourism industry and on marketing. These later chapters focus more specifically on source markets and on their relationship with the respective destinations.
