ABSTRACT
The constitution of economic liberalism first took shape in France in the eighteenth century. This liberalism went together with a strong rejection of free trade. This conclusion, borne out by my research, leads to an important question: Can one concurrently advocate liberalism and protectionism? A French economist of the eighteenth century, Vincent de Gournay, answered this question: liberalism and protectionism can coexist.
