ABSTRACT
This commentary around the question of school exclusion is a further development of points I set out in a publication to which I contributed (Bourne et al., 1994), which provoked reaction in many quarters-from OFSTED to the Commission for Racial Equality and an editorial in the Times Educational Supplement (June 1994). I was reminded of two other seminal pamphlets with over a hundred years between their publications.
