In section 2 we offer a particular formalization of the above view. We then, in section 3, proceed to examine the extent to which, within the framework of the model, imperial countries can, and might wish to, exploit their colonies. In section 4 we face the other way and seek to define the extent to which colonies can, and might wish to, exploit their masters; that is, we seek to determine the scope of 'resource nationalism'. The chief conclusion emerging from sections 2-4 is that, in the context of our model, imperial exploitation will be complete while the scope for resource nationalism is necessarily limited.
