ABSTRACT
Almost any disturbance to an economy benefits some individuals and harms others. Following Pareto we may then ask concerning any particular disturbance whether there is a scheme of compensation such that, after compensation, all individuals are better off than they would have been in the absence of the disturbance. Going beyond Pareto, we may want to know in addition the types of information needed to implement the scheme.
