ABSTRACT

Bullying has been presented as a phenomenon that occurs where there is an imbalance of power or perceived power and individuals or groups available who are prepared to abuse that imbalance. This imbalance of power and its abuses can be seen just as clearly in community or neighbourhood aggression as at school with much younger people. Where one or more families are found to terrorise a neighbourhood consisting of two or more streets the imbalance-of-power issue is made clear by the fear of other families and the unequal community resources these aggressive families are often able to keep for themselves.
