ABSTRACT

We would argue that the precise results of these policies depend on the contingent political, social and institutional processes of technological construction in each case. Telematics and information technologies are nothing if not flexible. Many different types of technologies can be used and organised in many different ways. Different assumptions, objectives, perceptions and ‘visions’ amongst those socially constructing urban telematics plans are likely to lead to very different projects. The effects of these policies on cities and urban governance can, therefore, vary dramatically. Not surprisingly, this means that a wide variety of urban telematics projects are actually now underway, reflecting the diversity of processes and patterns of urban governance and planning across cities.
