ABSTRACT
This is not an exercise in narrative history; instead I want to examine such fundamental questions as: Who ruled nineteenth-century France, in whose interests and how? Why can small groups dominate the mass of the population? These questions about the nature of politics and the role of the state are frequently addressed only obliquely by political historians.
