ABSTRACT

The decision to dance, or not, is ultimately a country-specific one. We drew attention in Chapter 2 to some of the variability that there is among different countries as regards the amenability (or otherwise) of the overall policy and political environment for fruitful NGO-state relations-in some circumstances it would be very difficult to justify any attempt by an NGO to collaborate with the state. However, we have also suggested that in many places the structural and funding forces seem such that NGOs and governments will necessarily have to consider working with each other.
