Now, at the outset of the 1990s, Ethiopia is one of the poorest countries in the world with an economy in deep distress and a per capita GNP of around 120 US dollars, one of the lowest in the world and around 35 per cent of the average for low-income economies and sub-Saharan Africa (World Development Report 1991, Table 1).
