ABSTRACT

Bearing in mind the account of political and social change outlined in previous chapters a key question remains: What is the relationship between policy change and political mobilisation and participation? Or to put it another way, how far can we assume that political mobilisations by minorities produce changes in policy agendas and priorities? It is to this issue that we now want to turn, in order to analyse the intersection between new forms of political mobilisation and policy agendas about racial equality and equal opportunity.
