What is likely to happen as a result of the European Union’s policy innovations of the early 1990s and the application of the 1993 GATT agreement from 1995 onwards? First the facts. The basis for the GATT Uruguay Round agreement on agricultural trade was the Draft Final Act published in December 1991 (the ‘Dunkel Plan’), as modified by the Blair House agreement of November 1992, the US-EC bilateral negotiations of November/December 1993 and the final accord reached at Geneva in the second half of December 1993 (see Chapter 6). The full rectified Uruguay Round agreement was agreed in Marrakesh in April 1994.
