ABSTRACT

The European Union will undoubtedly become a much larger organisation during the rest of the 1990s and in the following decade. The reason for this is relatively obvious: the political pressures on the Community for reasons wider in scope than agriculture or agricultural trade will force it to allow other countries to join the Union. The reasons for this enlargement are, to a great extent, to do with the future stability and security of Europe. It is regarded as impossible for the rich, western section of the European continent to ignore those countries, relatively prosperous, still remaining outside the Community in the western part of the continent, but also, and probably more importantly, to ignore those countries in central and eastern Europe which, since the collapse of Soviet hegemony, are increasingly seeking a place in the new European order.
