Introduction. Defining sub-central government. Models of subcentral government: public administration, the ‘New Right’, centre-periphery relations, the ‘radical’ model, intergovernmental theory. Towards a theoretical reconstruction: defining the unit of analysis, levels of analysis, criteria of evaluation, objects of study. Explaining the changing pattern of sub-central government-a model of SCG: national government environment, policy networks, organizations and actors. Conclusions.
