ABSTRACT

This paper examines how monitoring and evaluation (M þ E) systems may materially

affect delivery of Olympic ‘legacy’. It particularly focuses on the M þ E issues that have

arisen when Olympic legacy has been extended to include the use of sport in international

development. This has recently been exemplified by the International Inspiration

programme, which originated in the UK’s successful bid for the 2012 Summer Olympics

and Paralympics. International Inspiration is a particularly large and complex international

programme that will ultimately operate in 20 countries. Its intended legacy is ambitious

and multi-faceted and includes creating improved sport provision structures, enhancing

participation, and contributing to the Millennium Development Goals by offering a

diverse range of beneficial social outcomes including personal development, individual

empowerment and better access to education and health information.
