ABSTRACT
The panic about sexual crime has followed the classic pattern for such panics: the denial of the existence and extent of the problem; a growing fear as the facts become clearer; the knee-jerk response of tougher policing and harsher sentencing; and finally some small signs of a more considered and planned criminal justice response. However, it is difficult to argue that there now exists a coherent and effective policy towards sex offenders.
