ABSTRACT

It is a depressing time for race and gender relations in the USA. By most measures, the years of the Reagan-Bush presidencies have seen everincreasing divisions between Blacks and whites; sexual harassment and rape statistics have risen more or less steadily; and bias crimes of all sorts have soared. At the same time, it is discouraging to note that there has been a downturn in the numbers of discrimination and civil rights cases successfully litigated.
