ABSTRACT

A feature of the early 1990s is that few people involved in aspects of managing the education service feel comfortable. There is a growing demand for in-service help with issues like planning and prioritizing, stress management, the use of time and resources, inter-personal skills and the rapidly changing industrial scene in relation to teacher salaries and contracts. It is arguable that headteachers have gained in confidence during the last two years. The practice of delegated funding has produced results better than the worst fears, and the career development and salary needs of senior managers are being more widely recognized.
