ABSTRACT
We feel the couple cannot look after the baby. If I can have firm evidence that this is not the case, I will look at it again. The man is genetically handicapped and the woman is as she is because of a severe accident. They are both extremely forgetful. The woman plays with dolls and our fear is that she would treat this child like a doll. There have been chip fires in the house as well.
