ABSTRACT

Privatization of policing functions can also be brought about when private citizens take over some of the responsibility for public security from police organizations. Examples of such ‘active citizenship’ can range from individuals keeping an eye on neighbour’s property, to organized collective actions, such as involvement in citizen street patrols. In this chapter and the following one I shall consider two types of ‘active citizenship’, roughly differentiated according to their degree of autonomy from public police and state agencies.
