ABSTRACT
There are three stages in the development of public enterprises in Malaysia: first, the colonial period, when public enterprises provided infrastructive and public utility services to promote economic growth by the private sector; second, the transitionary period, when the role of public enterprise focused on providing various forms of assistance to the rural Malays; and third, the present stage, with the direct involvement of public enterprise in the commercial activities on behalf of the Malay community.
