ABSTRACT
How such a policy will be constructed, with what research and analysis, and with what input from those representing youth questions, cannot at present be made clear. By a process of accretion, acquiring a broader range and depth of programmes, the EC Commission accrues to itself a greater interventionist role in youth affairs. The marrying of programmes to policy is a complex task which may not gain the full, or partial, support, of every Member States.
