ABSTRACT
At various stages in our description of the different initiatives that have been undertaken since the new phase of urban policy began in 1977, we have paused to ask the question: who has benefited? The previous chapter sets out some ways in which the economic consequences of these new enterprise-led developments have impacted on the areas in which they have been conducted, their inhabitants and in some cases neighbouring localities.
