ABSTRACT
Throughout this study, we emphasise the fragmentary and fluid nature of drug markets. Stable drug trafficking organisations, as described in the preceding chapter, are often one-or two-person affairs, and rarely bigger than five or six, regardless of the amount of drugs they trade. The occasional big seizures by the enforcement agencies do not mean big organisations.
