ABSTRACT

What are the prospects of suppressing the trade by countering the retail trade in its various forms, or by discouraging potential consumers from purchasing drugs, or by emphasising the punitive response to all consumers with the intention of scaring them away from drugs or into treatment programmes? Demand reduction can mean any or all of these things, depending upon who is using the term and with what intent. This chapter examines enforcement strategies at this level of the market – especially at the seller-consumer interface.
