The Cambrésis, a frontier province annexed to France in 1678, enjoyed substantial tax advantages, not to mention a royal tobacco monopoly. All social groups – not just the nobility – anticipate that they will be losers if privileged enclaves are asked to make sacrifices in the name of the common good.
