ABSTRACT
In this chapter we wish to consider a somewhat neglected dimension of development strategy, namely change in the rules and regulations of access to and use of productive resources. The importance of land, water, trees, and grazing to the resilience and well-being of rural households has been a recurring theme in previous chapters. How they find employment and whether incomes can be maintained in times of need is another.
