ABSTRACT

Relishing its release from a period of uncertainty, the MSC developed a new lease of life after the Conservative government finally took the decision that it should continue. The first fruit of its renewed confidence was the launching of the New Training Initiative (NTI) which aimed to reform initial youth training and to inaugurate a new commitment to adult training. The unfolding of MSC schemes between 1981 and 1987 was largely concerned with the implementation of the NTI, although some additional programmes were introduced, particularly in the area of the transition from school to work.
