ABSTRACT
Increasingly, relations between governments are mediated by environmental issues. As certain resources are diminished and transboundary pollution increases, the environment is moving closer to the centre of international relations. Similarly, as individuals become more informed about environmental issues, national governments are judged on the efficacy of their environmental programmes. ‘Green consciousness’ poses a challenge to traditional notions of national sovereignty and international diplomacy, and to established forms of governance.
